Mark York, spokesman for the Kentucky Cabinet for Environmental and Public Protection, said the spill occurred from a pond at Czar Coal Co. after a pump stopped working. York said the malfunctioning pump caused the impoundment to fill up and overflow. Inspectors from the state Division of Water and the Department for Natural Resources were on the scene Tuesday evening. York said he didn't yet have an estimate on the amount of black water released. "We will be issuing some citations in regard to the release," he said. |
